Citizens of Bosnia and Herzegovina in October will go to the polls and elect new representatives and authorities. Challenges zero based budgeting faced by the BH mass unemployment and poor living standards, low rates of investment in employment and the scourge of crime and corruption, according to the OHR.
They want solutions, not mutual recrimination and division. Unfortunately, some politicians and political parties are artfully avoid talking about what they have taken and will take to solve problems, and have instead chosen to distort zero based budgeting the debate, creating tensions and spreading fear, says the announcement of the OHR.
"The disagreements zero based budgeting on the issue of national monuments and cases of expecting convicted war criminals in recent times have been the focus of interest of the public. There were several acts of vandalism committed against places of worship, and there were reports of physical attacks on citizens who are members of other nationalities, including attacks on children. Every politician, every religious leader, every public official must be absolutely clear that the isolation of members of other nations and intolerance towards them unacceptable at any time, "the OHR.
Those who promote or participate in efforts to members of other nations excluded from society and to take them intolerant attitude placed zero based budgeting outside the framework of the political system, and in some cases on the other side of the law, as well as the OHR believes that such procedures zero based budgeting must address.
